Union Parishad is the oldest local government
institution in our country. Considering the effectiveness of the standing
committees the objectives of this study are to examine the scope, formation,
function and performance of standing committees and to assess the involvement of
female members in the standing committees. The study was conducted in 5 union
parishad standing committees. Findings of the study indicate that thought
standing committees. Have a high potentiality of ensuring transparency and
accountability of union parishad, involving cross section of people in decision
Making process, encouraging female members to perform important
responsibilities at the local and the sluggish performance of standing
committees such as lack of pressure of from the common people, lack of
political pressure, lack of development programmes at local level,
unwillingness on the part of union parishad chairman to delegate authority and
even non-existence of standing committees or existence only on paper.

Chapter-One
Introduction
1.1. Introduction
The
development of any country mainly depends on the development of its grass root
level. The central government cannot reach the grass roll level direct. So the
central government appoints or set up administration bodies or boards which can
reach closer to beneficiaries of grass root level union parishad is one kind
tire of local government. Since initiatives have been started our local
government institutions for the balance development of the country a strong
union parishad with the active participation of standing committee is unjustly
needed. Union parishad members have the opportunity to form a member of
standing committee for ensuring good governance at the grass root level (Mohabbat
khan, decentralization of local government).
1.2. Background
of the Study: Standing Committee of union parishad in Bangladesh
In Bangladesh democrat local institutions
like the union parishad still remain week due to the over shadowing dark clout
of political corruption resulting in a low level of confidence in the resulting
in a low level of confidence in the government. Bangladesh faces problems of
corruption, lack of clear representation of citizen interest by the elected
officials a highly centralized government and promising local government
movement that still learning how to exercise rights when the local government
institutions will be able to plan, manage and generate additional resources
then their capacity to deliver. Service will improve and their relationships with
general people will enhance (Mohabbat khan, decentralization of local
government).
1.3 Objectives of the Study-

Chapter-Two
Methodology
This research will be exploratory, and social survey method will be followed to collect information. In survey method the data will be collected from the field directly. In this study, mixed approaches will be used that incorporates both qualitative and quantitative methods. Qualitative approach seeks to listen to informers and build a picture on their ideas whereas quantitative approaches measure the current scenario of Selected Upazila Standing Commitee. Data collection is one of the important requirements while to conduct any research. In this paper data will be collected from both primary and secondary sources. For the collection of primary data semi-structured questionnaires will be used where both open and close ended questions will be included. Considering the aim of this research, secondary data will be collected from published books, e-books, journals, articles, newspaper and reports of Selected Upazila Standing Commitee which are related to the study. The study area will cover one Union Parishad which is Trishal Upazila, Mymensingh, Osmanpur Upazila, Kishoregonj, and Sonamgonj Upazila, Sylhet. The population for this study is the local people of Trishal Upazila, Mymensingh, Osmanpur Upazila, Kishoregonj, and Sonamgonj Upazila, Sylhet. The simple random sampling method will be followed and the size of sample is 200. Collected data will be organized characteristically, and then statistical method (percentage analysis) will be applied on them. Quantitative data will be presented in the tables and the responses will be shown in percentage. The data of the table will be discussed then. Qualitative data will also be analyzed and discussed in this research. Moreover the collected information and data will be processed also through Statistical Package for Social Science (SPSS).

Literature
Review
Under the local Govt. ordinance (LGO), 1976 major changes occurred in the composition of UP. The post of vice -Chairman was abolished to avoid friction in the leadership of the UP. Each Union was, as in the past, divided into three wards. A UP was to consist of a Chairman and nine elected members- three from each ward. According to LGO, 1983 each Union was divided into three wards. A Union parishad (UP) consisted of a chairman, nine elected members- three from each ward- and three nominated women members, each of whom was to represent one ward. The voters of the concerned ward on the basis of adult franchise directly elected the Chairman. The nominated women members were to be nominated by the UPZ from among the women of the entire union. In 1988, by an amendment of the LGO, 1983 provision was made to have the women members nominated by the DCs instead of the UPZ. In 1989 such power of nomination was delegated to a person chosen by the govt. On 20 December 1983 by an amendment of the 1983 Ordinance, provision was made for the nomination of some UP members.
To qualify for election as UP chairman or member a person must be a citizen of Bangladesh, at least twenty-five years old and have his/her name on the electoral roll for any ward in the Union. A person would be considered disqualified for election as UP Chairman or member if he/ she was declared to be unsound mind by a competent court, was un-discharged or insolvent, lost citizenship of Bangladesh or acquired citizenship of or affirmed allegiance, to a foreign state., was convicted for a criminal offence and sentenced to imprisonment for a term of not less than two years (local government in Bangladesh (kamal siddiqui, 1991) copyright@ the university press limited 2005).
The responsibility of union perishad is determined
by law. According to t subsection 2, of
section 30 of the local government (UP) ordinance 1983.
For decentralization union parishad work and proper
solution of problems each union parishad can constitute standing committee with
its members or co-opted members (if any) which will perform its duties
according to the specific rules. Example: Social and Community.
The union parishad forms its standing committees for
one year. In every fiscal year in the first meeting of the union parishad or as
soon as possible and the second union perishad meeting these committees must be
formed.
Standing committee elects one of its members as its
chairman and another member as its vice chairman. One fourth of the total
member of vice chairman of the standing committee will, subject the available
of candidates be elected from among the women members elected from the reserve
seats.
Furthermore, union parishad may co-operate a person of either sex who is not a member of the parishad but who may, in the opinion of the parishad a special qualification for serving of any of the standing committee. However such a member does not enjoy any voting rights in standing committee meeting. But it deemed to be member these off for all of her purposes.
Besides, the union parishad may with the previous
approval of the deputy commissioner (DC) constitute additional standing
committee for such purposes as may be prescribed by regulations, it is the
purpose of the union parishad. Standing committee is to assist with the
activities of the union parishad some matters are not possible to resolve in the
union parishad office without proper verification.

4.1
Function of different Standing Committee
This chapter deals with the function of different Standing Committee.The main functions of different standing committee are given below (Aziz, Mohammed Abdul 1991, The Union Parishad in BangladeshUniversity Press Limited (UPL), Dhaka):
The
main functions of Finance Committee are finance and
establishment committee to take initiative to increase the income of the union
parishad, to ensure the regular attendance of up secretary and the chaukidars,
to supervise the activities of up employees and inform the union parishad
chairmen for taking adequate steps about any activity against discipline and
suggest measures against such activities by the union parishad employees.
The main functions of Education and mass education committee are to take necessary steps to ensure the attendance of the student and all the education institutes of union, to try to solve any problem occurred in the education programs, to take necessary steps to ensure the attendance of the teachers in all the education of the institutions in the union.
The main functions of Health, Family planning and epidemic control Committee are to take necessary steps to ensure proper health care of the local people, the chairman will help itself inform of the activities of the health and family planning worker in the local area, to aware the family planning matters and gives publicity to birth control in the local area.
The main functions of Audits and Accounts Committee are the union parishad accounts and submit the report to the regular up meeting 3 times a year, to conduct inspection of all union parishad accounts including the cash book of the secretary at different times, inspect the secretary to resolve any irregularity it harm if the irregularity punist, disclose the matters to the union parishad meeting for due action against responsible persons.
The
main functions of Agriculture and other development work
are to take necessary steps towards agriculture development of the union area, motivate
the people to use high quality seeds co-ordinate between the agricultural
department and the local people to make sure that people get proper service
from the employees and of the affairs of the agricultural department.
The
main functions of Social welfare and community
center Committee are given publicity to the programs of the social welfare
department, maintains of community centers if any in the union area, arrange
training through the social welfare department.
The
main functions of Cottage industries and co-operative
committee is motivate the local people to be engaged in cottage industry and
arrange necessary training.
The
main functions of Fisheries and Livestock Committee are motivate
the people for fish farming, arrange training by the officials of the consult
dept for fish farmers, inform local people to modern system for fish and lives
took farming.
The
main functions of Union Public Work Committee are supervise
the program of public works undertaken by the union parishad and to ensure that
the work done, to monitor all works of the union parishad area undertaken by
the dept to ensure that the work is done properly.
The
main functions of Low and order Committee are take necessary steps to ensure security in
the union parishad area, to supervise the work of the dafadar and choukidar, to
inform the chairman about any threat to the security of the union parishad
pendants.
The
main functions of Rural water supply and sanitation are the
committee of rural water supply and sanitation take to necessary steps to
ensure pure drinking water. The main functions of Committee for welfare of
women and children sports and culture are to take necessary steps to solve the
problems of women and children of the union parishad area, inform the local
people about dowry, divorce etc., creating public opinion to resist torture against
women and children, conversation of the environment and tree plantation,
publicity for tree plantation, take necessary steps to nurture planted trees [Aziz,

Findings
of the Study
Now we are discussing about the five (5) Standing
committee of union parishad and the present situation of these union parishad
and the vital role of standing committee in each union parishad.
Osmanpur Union Parishad
Kuliarchar, Kishoreganj
5.1
Report on Osmanpur Union Parishad
Osmanpur Union Parishad is the best union parishad in Kuliarchar Upazilla in Kishoreganj District. Now we should like to discuss about this union parishad standing committee.
5.1.1 Opinion of various person of Osmanpur union parishad area:

MD. Kazal Bhuiyan is a well-educated person, before take this position he was a Teacher of Kuliarchar Degree college, after resigning his job, he became a Chairman in Usmanpur Union Parishad, Kuliarchar, Kishoreganj, He says to us; Basically Union Parishad is a service delivery organization though its efficiency is completely unknown to the general people. Apart from all the roles of Union Parishad, making standing committees more effective and stronger should be one of the paramount criteria today to promote transparency and accountability to people. It will also assist UP to make them more participatory and democratic in management and decision making process. But the scenario of Union Parishad is not very friendly on the question of effectiveness of standing committees. Most of the Union Parishads made it for official purpose, but practically their implication is not seen anywhere. Basically in its first meeting in each year Union Parishads have to consider Standing Committees for the various functional areas. Each UP will have 13 standing committees. Democracy watch took only Education, Health, Agriculture and Law and Order Committees and planned to activate them in a democratic manner. These members of the standing committee will also monitor the performance of different organization and produce public statement or report to improve the situation.
In the questions of service delivery system of the local people, the respondents argued, “Our main purpose is to ensure to improve the service delivery at local area. We have mainly done to create awareness about our local people rights, about family planning and health, various common diseases like as- HIV, typhoid, cholera, diabetes, anemia, and jaundice etc.”
Besides, the main problems is to do
ensure our activities we have to face political violence and Unexpected changes
in government policies. These are hampered our activities.

5.1.2 Opinion of a Govt. Employer in Sonali Bank LTD (General Persons)
MD. Shahadat Hossain Says to us, Members of the standing Committee activates health officers to get the regular status of EPI program, to know the sanitation behavior of the locality and source of safe drinking water. They also asses the Peoples Knowledge on ORS, determine the facilities and status of MCH and also asses the Breast feeding behavior. The members of the standing committees also monitor regularly different Hospitals and Clinics and they gives us proper guidelines about family planning, about our health and aware us about various disease like as- HIV, typhoid, cholera, diabetes, anemia etc . They visited Our (Kuliarchar Health Complx) Health Complex at Kishoreganj and made a report on it. This process helped them to develop their health complex gradually
Besides, the main problems is to members
of the standing Committee is not effective and efficient, sometimes they are
eligible to gives us proper direction and proper service in our intolerable
situation.

5.1.3 Opinion of the Member of Usmanpur Union Parishad
We request him, in
order to say about the agricultural Sector in union level. He says to us, At
least one small or marginal farmer from each Union became member of Union
parishad’s Agriculture standing committee. Farmer Organizations are formed by
1st n year of the project period in conformity with the criteria as proposed.
50 % of established farmer organizations remained responsive to gender issues
in organizational practices and other activities in line with respective gender
plan. 60 % of the farmer’s organizations remained functional throughout the
program period by following respective by laws.
Problem
When we want to give
them (Farmers) proper service then we face some problems. Like as- limited
service to be compared need of people’s, political violence and Influence of
vested interest group can be harmful for the farmer organization and these may
hamper asserting farmer’s right to information.

They serve to us in a delay process. We
can’t get any service in proper time, for this reason we have to be suffered (Field

Lokkhonsri union parishad is the
best union parishad in sunamjonj upazilla in sylhet district from all kind of
assusment. Mr Ayub Bokhot Badrul is the most successful and popular chairman of
the union parishad.

Actually all the activities of
union parishad is not properly done by the union parishad Standing committee because
chairman, member and other members of committee are not participate their own
sector. Sometimes they influence or local political leader and interfere their
work. As a result the union parishad member cannot show their proper
performance.

example:
The government gave LGFC 1200000 TK. for developing
work but chairman pickpocket 600000TK. distributes the all members.In every
union parishad standing committee 40% of their activities done properly and 60%
is not.

He says to us that, union parishad play a simple role in education sector. But they are concerning with the establishment of library under the union Parishad & It provides the scholarship poor but brilliant students. And it also provides the birth certificate for the students. And he also says to us union parishad play a vital role to ensure the security under union parishad with the establishment of polish forces. Like as- Grameen Police, Dafadar , Choukidar etc.

activities union parishad faces some problems such as- political, violence,
corruption, Nepotism etc.

According to his opinion, for the development of agriculture sector of standing committee provides- seeds, fertilizer, insecticide etc as well as provides information & advice about agricultural development. They also provide loan to the poor farmer for the agricultural development.
Problems: According to his opinion, sometimes there
are some problem occurs to fulfill the better service. Like as- they are not
efficient about their duties and don’t provide the exact method of sustainable
development (Field Work on Boilor union, Boilor, Trishal,Mymensingh).

on The Rampur Union Parishad
The c
is the best union parishad in Trishal Upazila under Mymensingh district. It is
included as 4 no. union parishad in Trishal Upazila. This union parishad always
stands for the welfare of the people. Sometimes the people face many problem
and they are deprived from the many facilities. Most of the time, the members
of the union parishad are involved in corruption and nepotism.

Rafiqul Islam Khan, the Secretary
of Union Parishad says that the standing committee is very effective in his
area and all activities have done properly. He also says that there is no possibility
of corruption in this union parishad because of less involvement of finance
sector. But he also says that if there is more contribution of money from the
government, the union parishad will be able to provide better service to the
people.

fully affected by its members. Sometimes the members of the union parishad are
involved in corruption and nepotism, and because of this the infrastructural
development and services are affected and it takes long time to complete.

A farmer says that the union
parishad provides sufficient facilities by giving fertilizer, seeds and many
other agricultural services. But sometimes they face various problems. Because
the members of the union parishad sometimes involve with nepotism and they
render better services to their familiar persons. For these, they don’t get
proper information regarding agricultural services from them and they suffer
much (Field Work on Rampur Union Parishad, Trishal, Mymensingh).
5.6
Structural Weakness of Standing Committee
There are some structural and procedural problems of
standing Committee of Union parishad.

Meetings of S.C are not arranging
regularly.
·
Not having a clear conception about the
functions of the union parishad among its members also.
·
Weakness in co-ordination and
interrelation among the different standing committee.
·
Members stay busy with their personal
work and therefore unable to attribute enough time to the union parishad
activities.
·
Standing Committee are formed officially
but are not active because of the lack of sincerity of the chairman.
·
All the chairman and members are more
interested in the project implementation committee or other project committee.
·
Most of the standing Committee
activities are not related with monetary matters. So the members are not

Conclusion
Above the overall discussion,
we would like to say, Standing Committee play a vital role in every Union
Parishad, it has tried to serve the people in every Union as well as local area.
The roles of standing committees in Union
Parishad are crutial, important and significant to improve the service delivery
at grassroots level. We can also say that strongly, Standing Committee members
are usually oriented by Democracy watch on the roles and responsibilities of a
standing committee. They are also sensitized on basic democracy and human rights
issues to run this kind of project smoothly. After formation they maintain
contact with Democracy watch local officials, and then in every three months
they organize a meeting amongst themselves to identify the problems and find
out the ways and means to resolve the problems. Meanwhile they are guided on
how make an action plan for resolving issues through dialogue with the Chairman
or TNO or concerned authorities. On the other hand some members of the standing
committees started a performance assessment by observation i.e. by observing
activities and services offered by the Clinic, Hospital, School and other
service delivery organizations to improve their services. They use a prescribed
format and collect responses, pictures and use them to make immediate reports
to the public. After that they send the report to the local daily newspapers,
concerned authority and Democracy watch to make liaison with policy makers to
improve the situation. Democracy watch also makes a bridge between local people
and standing committee members to get the proper feedback regarding the issues
raised or discovered.
